Symptoms
After upgrade to Oracle Identity Governance (OIG) 12.2.1.4, all requests result in no SOA Workflow approval getting triggered or created for any composites.
Requests are being created in the "REQUEST" Table with a Request ID but no SOA Workflows are generated or sent to SOA.
The Orchestrations are created but when you "dump" the orchestration via Enterprise Manager (EM), you see it is stuck in "status:NOTSTARTED" and "stage:PREPROCESS" and the first Event Hander PostSubmissionDataActions (class:oracle.iam.request.eventhandlers.RequestDataActionHandler) is stuck at "status:NOTSTARTED" and "stage:PREPROCESS".
No errors at all are printed in the logs. Everything appears okay from a server perspective.
NOTE: The same "flow" occurs for reconciliations where the reconciliation event is stuck in "Date Received". The event handler name is different but everything just seems to stop with no errors in the logs.
Due to this issue, users cannot request resources.
Changes
A custom Maximum Thread Constraint of "MaxThreadConstraint-1" was created for the existing WorkManagers called "OIMMDBWorkManager".
