Creating a new User Defined Field (UDF) in a Oracle Identity Governance (OIG) 12.2.1.4 Clustered Environment Fails (Doc ID 2909422.1)

Goal

Creating a new User Defined Field (UDF).  In the DEV environment, creating a UDF worked. However, in the QA environment creating the UDF fails with the following error:

Followed Oracle Identity Manager (OIM) could not modify USR Table due to "Error: ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired" (Doc ID 2887664.1) but it did not resolve the issue.  Tried again to create the UDF (via import first then via sandbox) but still errors.
