You have Reports with attached Library and they are being opened with a new Report builder / New Environment.

Symptoms

 While opening report with Report Builder, getting prompt as

Reports Builder prompts 'Attached library name <PATH to Library>/<pll name>.pll contains a non-portable directory specification. Remove path?
