Symptoms

1. Creating Forms with Arabic characterset . UTF8

2. Form has tab canvas.

3. When Developer NLS set to LtoR -> AMERICAN_AMERICA.UTF8 , the prompt appears correct.
Only when its to RtoL -> Arabic_.UTF8 , the tab page label shows garbage.
