JDeveloper With SOA Suite, Opatch Fails

Goal
Downloaded and installed JDeveloper with SOA Extension, 12.2.1.4 (fmw_12.2.1.4.0_soa_quickstart.jar), along with JAVA jdk1.8.0_333.
However, when trying to execute opatch (opatch lspatches -jdk <JDK_HOME>\jdk1.8.0_333) to check the installed patches, the following message is received:
OPatch cannot continue because it would not be able to load OUI platform dependent library from the directory "<MIDDLEWARE_HOME>\oui\lib\win64". The directory does not exist in the Oracle home.
This could be due to the following reasons.
(1) Incompatible usage of java with OUI (32/64 bit).
(2) Wrong 32-bit Oracle Home installation in 64-bit environment (or) vice-versa.
Please contact Oracle support for more details.
Checking the OUI lib directory there are library files for win32.
How can the 64 bit libraries be obtained?
