ORDS ORA-01400 Error Web Services Not Working After APEX/ORDS Upgrade (Doc ID 2920036.1)

Symptoms

When attempting to modify a RESTful Web Service, the following error occurs:

ORA-01400: cannot insert NULL into ("ORDS_METADATA"."ORDS_HANDLERS"."ID")


The issue can be reproduced with the following steps:
1. Upgrade APEX version from 18 to 21.2
2. Edit a RESTful Web Service
3. Error message appears
