SOA Upgrade From 12.2.1.3 To 12.2.1.4 Fails With java.lang.ClassNotFoundException: oracle.j2ee.ws.common.util.QNameUtils (Doc ID 2922367.1)

Goal

When attempting to upgrade a FMW/SOA domain from version 12.2.1.3 to version 12.2.1.4 , the reconfiguration phase fails with the error:

CFGFWK-64254: Error occurred in "Post Processing" phase execution
Caused by: java.lang.ClassNotFoundException: oracle.j2ee.ws.common.util.QNameUtils

Is there any way of working around this particular issue?
