af:table in ADF 12c Does Not Display As Many Rows As Indicated

Symptoms
In JDeveloper 11.1.1.9.0, when we select "Display 20 results", it displays all 20 rows.
Whereas, in JDeveloper 12.2.1.4.0, when we select "Display 20 results", it shows 10 rows and a scrollbar.
Additional details
- There were no errors at the time of migrating from 11.1.1.9.0 to 12.2.1.4.0.
- This is a pure-ADF application.
- This issue is consistent.
- Applying patch 34535558 (ADF BUNDLE PATCH 12.2.1.4.220825) did not help.
