CURL Command Fails to Start WebLogic Managed Server (Doc ID 2923091.1)

Goal

After applying the latest October 2022 SPB on WLS domain, not able to start the WLS Server using the curl command. Able to start the WLS Admin and Managed Servers using the startup scripts and from console.
