Creation of Fusion Middleware Metadata Repository does Not Complete with Missing Dependents (Doc ID 2923382.1)

Symptoms

When performing a silent product load(-dataLoad) for Repository Creation Utility(RCU), the STB component is not included.
This occurs when the following arguments are used.

 -selectDependentsForComponents true -component SOAINFRA

STB is expected to be included as a dependent of SOAINFRA

The issue can be reproduced at will with the following steps:
1. Run silent and limited permissions RCU commands.
2. Execute the dataLoad with dependents and SOAINFRA component.
3. No error occurs but STB is not loaded.
