OAA - How to add just FIDO2 as Second Factor Authentication (Doc ID 2923850.1)

Goal

On : 12.2.1.4 version, OAA Core

End user needs to be authenticated to all applications with FIDO2.

When user try to access /oaa/rui without account in OAA database, there is not warning or info about missing entry. It simple fails on JS exception.
