Symptoms

In WebCenter Sites 12c, the "Approve and Publish" feature of Contributor UI pulls in updated previously published 'Exists' dependencies.

Exists dependencies are published by "Approve and Publish" even though they have previously been published.
- This typically would not happen with regular approval because these are Exists dependencies, meaning they only need to be published once.
