12c: In-Process Reports Server Starts Successfully, But the Standalone Reports Servers Fail on Windows (Doc ID 2925784.1)

On : 12.2.1.4.0 version, SQL*ReportWriter

The In-Process Reports Server starts successfully, but the Standalone Reports Server fails on Windows.

STEPS

The issue can be reproduced at will with the following steps:

1. Try to start the standalone Reports Server from DOS prompt using:

THINGS ALREADY TRIED:

Standalone fails to start even though you have tried the following:

1. Followed instructions in:
    Reports Server 12c Failing to Start When Using Java Cryptography Extension (JCE) (Doc ID 2233555.1)
2. Confirmed no issues with firewall:
    REP-51002 when Accessing Reports Server, but it is up and Ready per Trace Files (Doc ID 415407.1)
3. Made changes to rwnetwork.conf files.
4. Disabled security:
    How to Disable Security for the Reports Server 12C and Execute Webcommands (Doc ID 2108256.1)
5. Verified that REPORTS_TMP points to a valid directory.
6. Restarted all services.

Changes

New installation set up on a Windows machine.
