Symptoms

Deploying an application throws below exception while doing activate changes in admin console:

Steps to Reproduce:

After applying Jan 2023 WebLogic PSU, without restarting any WebLogic instance this issue will occur.
When doing restart of  Admin Server and Managed server this issue continues to occur.
After restarting Admin Server and all the managed servers this issue is resolved.
