WebCenter Sites: Error Accesing WCS Console After Upgrading And Patching To 12.2.1.4 from 12.2.1.3

Symptoms
We have done a WCS migration from WCS 12.2.1.3 to WCS 12.2.1.4.
After applying the patch 12.2.1.4.221017 (p34646566_122140_Generic) we cannot successfully log into WCS console.
After the CAS login it is shown this message: No applications are available for this site.
In sites.log we can see this error:
