Creating/Updating Multiple Webgates Takes a Long time in an Oracle Access Manager 12.2.1.4

Issue can be reproducible when creating/updateing Webgates by using rreg command or creating from OAM console
Create 1st - 30th WebGate agent is completed quickly, taking seconds to complete.
However,The timing increases as the number of resisted agent increases.
With a few hundred WebGate entries, it could take over 10 minutes to register a WebGate

added several hundred's of WebGate entries to the setup
