Symptoms

WebCenter Content 11g or 12c

The WCC domain is configured in a cluster.

WCC is using multiple Inbound Refineries configured in the domain.

One of the IBRs starts and is accessible, but none of the other IBRs start.

The IBR managed server .out log shows the following exception:
