Special Characters in Text Labels Shows as "?" at Runtime (Doc ID 2937114.1)

Symptoms

Oracle Forms and Reports have been enabled in a 12.2.1.4.0 installation, and using Enterprise Manager, web and environment configuration was made.
However, when accessing a form, the labels for input texts appear with a character ? instead of Spanish special characters like: áéíóú Ññ.



In the settings of my environment. the variable NLS_LANG was set to SPANISH_SPAIN.WE8ISO8859P1, but it did not work.
Tested with NLS_LANG=SPANISH_SPAIN.WE8MSWIN1252 but it also didn't work.

What is the configuration to consider so that labels correctly display the Spanish characters?.

All the data that comes from the database is shown OK, in the forms, it is shown correctly, Ññéí, etc.
The issue is with the input text labels.
