Symptoms
In OIG 12.2.1.4.220413, POLICY_EVAL_IN_PROGRESS stuck for 4500 users.
USER_PROVISIONING_ATTRS has 4500 records with POLICY_EVAL_IN_PROGRESS = '1' stuck. Previously changed value of 1 to 0 for these users but after getting re-eveluated, they again get stuck.
