Symptoms

Users are unable to open project files nor run the Integrated WLS as JDeveloper 12.2.1.4.0 throws several errors related to java libraries.

For example:

NoClassDefFoundError in o.dbtools.raptor.metrics.engine. MergeSet:123
.
.
NoClassDefFoundError: javafx/fxml/FXMLLoader

In this case the App in running on MacOS Ventura 13.0 M1 chip. Customer tried installing open source Zulu JDK 8 hoping that the issue was related to Oracle Java JDK running on the ARM processor, but the issue persisted.
