Incorrect Page Count when using Native Excel Conversion (Save As PDF) on Windows based IBR (Doc ID 2946138.1)

Goal

When checking in a Excel file, it's sent to a Windows In-Bound Refinery (IBR) and is converted using the Native MS Excel application. When converted this way, the resulting file is more than the actual number of pages.  However, if manually opened the native file in Excel, and Save as PDF is used, only actual number of pages are seen. The actual pages is the expected number of pages, and also matches the page count shown for the document in WCC ADF UI document preview.  IBR conversions are completing successfully, with no errors reported, but the page count is incorrect.

- The version of Excel on the IBR machine is: LTSC MSO (16.0.14332.20378) 64-bit
- IBR was configured as described in Doc 1670844.1.  Conversions were tested with both the PostScript printer solution and the Save As PDF solution.  Both resulted in higher page count on the PDF.
- Dynamic Converter is configured to display the 'Native' rendition, so as to confirm WCCUI is displaying a doc preview of the native file.

Why is a different page count seen when running conversions through the IBR?  Expectation is the IBR conversion would produce the same page count as if manually Save as PDF in Excel.
