Symptoms
When attempting to start OHS after apply the Database Client 19c (DB19C) for FMW patches, OHS fails to start.
The following error was seen in the logs:
Changes
In this case, applied the latest CPUAPR2023 IDM Patches.
However this is not specific to the IDM Patches, but has been found to be related to applying DB19C for FMW Patches.
This issue can occur with 19.14 or 19.19 versions of the DB19C patches.
