PDE-PEP006 When Opening FMB, MMB or PLL in Forms Builder?

Symptoms
A FMB, MMB or PLL containing local program units has originally been developed in Forms 6i.
It has then been opened and saved in Forms 9i or 10g Builder or 11g Builder. (Changes to the module may or may not have been made.)
When re-opening the fmb in Forms 6i Builder the following message appears:
PDE-PEP006 Encoded program unit has an unknown format.
After clicking OK to this error message the module opens in the Builder but with all program units missing.
( same error comes up , if you try to open a 10.1.x file in 9.0.x Builder)
