Oracle Business Rules 12.2.1.4 - Edit Decision Functions In JDeveloper 12c Does Not Work Properly (Doc ID 2950191.1)

Symptoms

User is not able to edit decision functions in JDeveloper 12c.

The issue can be reproduced at will with the following steps:
1. Create a BPM project, let's call it BPMRulesProject
2. In the schemas folder put Example.xsd that has at least 2 elements like below:

3. Create a new business rule, OBRule, and for input use "Element1" element and for output "Element2" element
4. Go to the FACTS section and check if the Element2Type can be found and if that is visible
5. In GLOBALS section create a global variable, OBVar, of type Element2Type, having "new Element2()" as value and uncheck Final
6. Go to DECISION FUNCTIONS section and edit the existing function
7. In the new opened window go to "Initial Actions" tab and choose modify as the action by pressing <insert action> button
8. In the action's target select the variable declared earlier, OBVar
9. Click on <edit properties>. You will not be able to see the properties.
