ADD_USER Service Failed With "A fully defined user with this name already exists in the system" Error (Doc ID 2952238.1)

When tried to add a local user with the ADD_USER service, following error happened and new user could not be added.

At this time, even if searched for the target user name on the User Admin screen, it would not be displayed, so it could not be deleted.
