NodeManager Does not Detect Running Managed Server After Implementing a Servlet Filter on "/" (Doc ID 2953013.1)

Symptoms

When restarting NodeManager with Managed Server being up and running and having deployed an application that uses "/" as context root with a servlet filter for security that is applied on "/*" this causes a redirect on the NodeManager GET for the URI "/bea_wls_management_internal2/wl_management " which causes the following failure:

 
The issue can be reproduced at will with the following steps:
1. Deploy an application that contains a context root of "/" with a  servlet filter on "/*" to a Managed Server in a domain and activate it.
2. Stop NodeManager, and leave the Managed Server running.
3. Restart NodeManager.
4. Notice the error in the stdout and nodemanager.log
