While Starting WebLogic Managed Server it Goes into FAILED_NOT_RESTARTABLE State (Doc ID 2955219.1)

When attempting to start WLS managed server it goes into FAILED_NOT_RESTARTABLE state.

The issue can be reproduced with the following steps:

Open WebLogic console and try to start the servers

Start Managed server using StartManagedWeblogic.sh command

WebLogic managed servers startup arguments were changed.
