[JDBC] Transaction of Select Statement via DBLINK Remains even if Autocommit=true

Symptoms
The user has created two DB instances in database 19c and linked them with a DBLINK.
When executing Java code that connects via DBLINK with autocommit=true and executes SQL, transaction processing does not end normally in the Select statement and remains.
You can see this behavior by looking at v$transaction after executing the select statement.
When the user executes the update statement, the transaction is successfully processed without any remaining transactions.
