Toplink Webservice Provider Generated Webservice Parse Error: Encountered UNDER (Doc ID 2957116.1)

Symptoms

Creating a  SOAP web service using the TopLink Web Service Provider wizard in JDeveloper throws a parse error. This error is seen when using a package that has procedures with parameters using custom types.

This was tested using JDeveloper with a patch for a similar issue applied:
Bug 33738459 : WS FROM TOPLINK PACKAGE FAILS TO GENERATE ENDPOINTS WITH

However this did not fix the issue.
