JDEV OSB Exported File Contains Old Resources When Project Is In SVN

Symptoms
Using the SOA version of JDeveloper to export OSB projects when SVN is used
After updating resources , they see it fine in the console and it is also updated in SVN, but when exporting the project the exported file are old!
It is the same problem as reported in the note:
Sometimes exported file contains old resources (Doc ID 2791700.1)
The workaround proposed there works fine, however the desire is to definitively resolve this problem.
This issue is reported in bug 33108195, so it is necessary to determine if that particular bug can be moved forward.
