Symptoms
The WebCenter Forms Recognition installation was upgraded from 12.2.1.4.0 to 14.1.1.0.0. When attempting to run Designer the following error appears:

When attempting to start the "WebCenter Forms Recognition Runtime Service Manager" service the following error occurs:
Failed to start could not connect to DstCore Service
