After Users Enter Their Username and Password in OAM The WCC Page Fails To Open (Doc ID 2963059.1)

Symptoms

WebCenter Content 11g and 12c

The WCC domain is configured for OAM SSO.

After clicking the WCC Login button, users are redirected to the OAM authentication page. After entering their username and password, they don't get redirected to the WCC page.

Instead they can get a Can't reach this page message.

A Fiddler trace will show requests looping between /adfAuthentication?login=true and /oam/server/obrareq.cgi?encquery%3DHuQm%2FY..... -- /obrar.cgi?encreply=SJDsrYWRh2VP5fNjoLmc%2F.....

This looping will eventually end with a TOO MANY REDIRECTS error.
