Windows OS Seeing Large Number of File Handles from WebLogic Server Processes (Doc ID 2964503.1)

Symptoms

There are large amount of memory handles opened on Microsoft Windows x64 2012 R2 system. WebLogic Server(WLS) Admin console becomes inaccessible and AdminServer and WLS Managed Server are unreachable when there is an increase in the count of java.exe handles. java.exe handles increases the count as high as 6,671,000. At that point, physical machine stops responding and to recover from the issue, need to restart of the machine.
