AdminServer did not Complete Startup Due to opss-data-source Failure: "The DBMS driver exception was: IO Error: Undefined Error" (Doc ID 2965271.1)

WebLogic AdminServer did not complete startup but it did not fail either, log-entries showed the following info:

Errors were not logged only for OPSS datasource when trying to create connection pool, but two other datasources also reported errors. ( they all had same jdbc URL connnection string: jdbc:oracle:thin:@ALIAS?TNS_ADMIN=/PATH/setup )

where:  ALIAS was defined in /PATH/setup/tnsnames.ora and also the wallet is found in same location /PATH/setup/.

Changes

 Database was updated to use a new wallet.
