Task initiator withdraws task before submit but task generated for approver (Doc ID 2969184.1)

Symptoms

In BPM Workspace, a user initiates task instance by launching task form via Applications panel, enters task form fields and next the user withdraws the task. Regardless of the Withdraw action, a task is generated for the Approver who would normally receive a task when the initiator submits the task.
