FsCleanUpCacheDuringIndexing=true Not Working In Folders_g Environment

Symptoms
I'm using WCC with Folders_g component and storing contents into database (JDBC Store).
I set FsCleanUpCacheDuringIndexing=true parameter to minimize size of file cache as per <Document 1064293.1>. However, it seems not to work in the environment. File Cache remains even after an index rebuild (or auto update cycle) task completed.
Changes
It occurs in an enviornment that enables Folders_g component.
(It does not occur in FrameworkFolders environment.)
