Web Verifier Error "Failed To connect To E-Business Suite To check For duplicate invoices" and "Unable to connect to database: Provider cannot be found. It may not be properly installed" (Doc ID 2970149.1)

Symptoms

When attempting to verify the InvoiceNumber field the following error is returned in Web Verifier:

Failed To connect To E-Business Suite To check For duplicate invoices

Looking at the "U_CEIOCIQAS0001_20230823.log" file provided there is another error:

Unable to connect to database: Provider cannot be found. It may not be properly installed

 This system was previously working.  It had been taken down and some updates have likely been performed.  The specific updates performed is unknown.
