OTD Fails to Start After Database Client 19c Upgrade (Doc ID 2973093.1)

Oracle Traffic Director - Version 12.2.1.4.0 and later
Oracle Solaris on SPARC (64-bit)
Oracle Solaris on x86-64 (64-bit)

Symptoms

After following below document to upgrade Database Client the OTD fails to start with error on libclntshcore.so.19.1. The failure appears to be happening only on Solaris platform. 

New Database Client 19c Upgrade for Oracle Fusion Middleware 12.2.1.4 - OID, OHS, OTD (Doc ID 2921245.1) 

- If the OTD is started manually via OTD start script the following error occurs during startup:
