How to Target a Cluster to a Deployment Using Wlst (Doc ID 2973679.1)

Goal

For deployments,  targets were servers selected from a cluster instead of the cluster. When new member is added to the cluster the new server is not automatically targeted to the deployment.

There are a large number of deployments how to easily update the target for each deployment.
