Symptoms
Newly Installed WebCenter Forms Recognition 14.1.1.0.0 server. After completion of install, the following error is returned opening Designer:
The complete error seen when opening Designer shows as:

It was also observed there is no "CS_.log" file getting generated in the "<WFR Install Folder>\Bin\bin\LogRoot\Log" folder.
