Integrated SQL Developer 23.1 with available 21.11 instant client version

jdbc11.jar added to instant client from https://www.oracle.com/database/technologies/appdev/jdbc-downloads.html - Oracle Database 21c (21.11.0.0) JDBC Driver & UCP Downloads as per SQL Developer 23.1 when Configuring Instant Client 21c Fails with "Not a valid jar file"(Doc ID 2947182.1)

Ran oracle client test in SQL developer: Tools - preferences - databases - advanced - use oracle client - configure:

client type - instant client

client location - ...

Test is passed:

Testing the Instant Client located at ...

Testing client directory ... OK

Testing loading Oracle JDBC driver ... OK

Testing checking Oracle JDBC driver version ... OK

Driver version: 21.11.0.0.0

Testing testing native OCI library load ... OK

Success!

When trying to run connection to database test it fails with error code:
