Garbled Characters (Question Mark) for Newly Created File Path, Name (Doc ID 2979418.1)

Symptoms

Customer application deployed in WebLogic is uploading file via Apache FileUpload. But file name in Chinese will be Garbled Characters (Question Mark) when Node Manager is used to boot managed server, but it work properly when start managed server with shell script.
