Some Batches are Corrupt in the Capture Client "The image could not be displayed" (Doc ID 2980381.1)

Symptoms

Some batches cannot be displayed after being scanned in the Capture client.  When attempting to review a batch, the below error is displayed in the Capture client:

Oracle WebCenter Enterprise Capture Client
The image could not be displayed

C:\Users\<username>\.oracle_capture\Batches\Capture_01\34\123456\123456.1 (The system cannot find the file specified)
java.io.RandomAccessFile.open(Native Method) java.io.RandomAccessFile.(RandomAccessFile.java:236)
