SOA < soa-infra not registered >
In order to solve DLV_MESSAGE table issue, followed the solution from note 2806573.1 and applied patch 32615368.
After applying the patch, received the error message during the SOA managed server startup saying "soa-infra application not registered".
From Admin Console -> Deployments page, "soa-infra" is in prepared state.
