Automatic Migration of JMS Services Fails with "Error talking to destination server" (Doc ID 2981667.1)

Symptoms

A JMS cluster is configured in WebLogic with migration policy set to “Auto-Migrate Exactly-Once Services”. When one server instance in the cluster fails the JMS services fail to migrate to another server in the same cluster and the following error is thrown in the server log:
