WebLogic 12.2.1.4 Generated XSD Schemas Misses Elements While WebLogic 12.2.1.2 XSD Elements are Ok

Symptoms
After upgrading WebLogic version from 12.2.1.2 to 12.2.1.4.0, the generated XSD schema has missing elements which are all complex types.
Multiple integration soap-based web services have missing elements, for example see the comparison of one element in the generated xsd is given below.
WLS 12.2.1.2
WLS 12.2.1.4
This reference class contains element “Identifier” which is being populated in all places where it is used/referenced in WLS 12.2.1.2. But in WLS 12.2.1.4.0, the "Identifier" is being populated in only one place and is missing in any other places, like for example "practitio".
Changes
Changes in the JAXB implementation used triggers this compatibility issue.
