Symptoms

When applying Patch 35643718 DATABASE RELEASE UPDATE 19.20.0.0.0 FOR FMW DBCLIENT, the patch is seen to conflict with overlays from earlier Database Client updates (19.14 and/or 19.19). In this specific example, the Oracle Home is Forms and Reports. 

The conflict message seen when applying 35643718 is,

The conflicts of note are with patch 35037811 and 35522383. Depending on what is installed in the Oracle Home for patches, the conflict message will change.
