Slow Execution of Query With SQL*Developer Over Virtual Private Network (Doc ID 2985801.1)

Symptoms

SQLDeveloper runs normally some queries. However, at some point, it gets stuck in the execution of a query.
If SQL*Developer disconnects / reconnects to a different Virtual Private Network (VPN), the query executes well again.
The aame query always runs smoothly in SQL*Plus.
