How to pull the "weblogic_cpu:14.1.1.0-generic-jdk11-ol8" image from Oracle Container Registry?

When trying to do a fresh install of Docker on Windows 10 and Windows 11, and when attempting to use the "docker login container.registry.com" on either machine with Oracle SSO information, the response could fail with error "Error response from daemon: Get "https://container.registry.com/v2/": remote error: tls: internal error".

Also, when attempting to pull the image from a Podman container on OL7, login went successful using the "--tls-verify=false" flag, but can't pull the image, as it still get the remote error: tls: internal error, or "invalid character '<' looking for beginning of value".
