OSB Deployment Fails with "ClassNotFoundException" through WLST post JULY,2023 WLS patch set (Doc ID 2987754.1)

Symptoms

While Deploying the OSB jar's using the WLST , It is failing with below error post July,2023  WLS patch set.

Unexpected error: java.rmi.UnmarshalException
(<jclass java.rmi.UnmarshalException 2>, java.rmi.UnmarshalException: failed to load return type: class java.lang.Object; nested exception is:
java.lang.ClassNotFoundException: Failed to load class com.bea.wli.sb.util.ResourceDiagnosticLocation, <traceback object at  3>)
